Scholarship & Study Abroad Requirements Checklist
Before you shortlist universities or scholarships, confirm you meet these six basic requirement categories. Missing any one of these is the most common reason strong Pakistani applicants get rejected at the eligibility stage.
English Proficiency (IELTS)
Most undergraduate scholarships ask for an overall IELTS band of 6.0–6.5, with no individual band below 5.5. Graduate/postgraduate scholarships and top universities usually need 6.5–7.5. TOEFL or PTE scores are accepted as alternatives by many programs.
Minimum CGPA / Percentage
A minimum CGPA of 3.0/4.0 (or roughly 70% in FSc/A-Levels) is the common cut-off for shortlisting. Fully-funded and merit scholarships often require 3.5/4.0 or higher, so check each program's minimum before applying.
Attested Academic Documents
Matric and FSc/A-Level certificates and transcripts must be attested by IBCC (Inter Board Committee of Chairmen) first, then attested by the Ministry of Foreign Affairs (MOFA), and in many cases by the destination country's embassy in Pakistan.
Police Character Certificate
A Police Character Certificate (PCC) from your local police station, confirming you have no criminal record, is required by most visa and scholarship offices. It is usually valid for 6 months from the issue date.
Domicile / PRC & Identity Documents
A Permanent Residence Certificate (PRC) / Domicile, valid CNIC or B-Form, and a passport valid for at least 6 months beyond your intended travel date are standard supporting identity documents.
Financial & Supporting Documents
Bank statements or an affidavit of financial support, a Statement of Purpose (SOP), 2–3 Letters of Recommendation (LORs), and an updated CV/Resume complete most scholarship applications.

Attestation Process Explained
Document attestation is the step where most applicants lose time. The correct order is:
- Get your Matric and FSc/A-Level certificates verified by your education board.
- Submit them to IBCC (Inter Board Committee of Chairmen) for national-level attestation.
- Take the IBCC-attested documents to the Ministry of Foreign Affairs (MOFA) for international attestation.
- If the destination country requires it, get the documents legalized at that country’s embassy or consulate in Pakistan.
Each step depends on the previous one being complete — skipping ahead usually means your documents get rejected and sent back.
Common Mistakes to Avoid
- Applying for IELTS too late and missing the application deadline while waiting for results.
- Skipping IBCC attestation before sending documents for MOFA attestation — MOFA will not attest documents that IBCC has not cleared first.
- Letting the Police Character Certificate expire before the visa stage (most are valid for 6 months only).
- Submitting a generic Statement of Purpose that is not tailored to the specific scholarship or university.
- Waiting until the deadline week to request Letters of Recommendation from teachers or employers.
